Fixes to Logic

• Changed the region where Vivid Puff Plants are found to East Gaia (@CodeTriangle, Added CCRandomEvents to input-locations.json #59).
• Fixed an issue where, regardless of the value set by Botanics Completion Amount, logic would still assume that 77 plants were required for botanics completion (@CodeTriangle, add *actual* support for botanics completion amount CodeTriangle/Archipelago#18).
